The Intersessional Group on Strengthening Finance was established in 2010 and reports to the Finance and Administration Committee.  In the context of a difficult financial climate and fast-expanding IWC work programme, the overall aim of this group was to improve funding support to initiatives focused on rebuilding and maintaining healthy whale populations.  

In the short-term, this work has focused on developing a clear and transparent governance framework to  encourage external funders to contribute to the work of the Commission.  The longer-term aim is to identify ways to develop reliable financing in support of increasing and sustained work programmes that are not covered by core funding.  

Key achievements to date include:

  • Establishing a Voluntary Conservation Fund including a Steering Group with clear Terms of Reference;

  • Introducing a  policy on Acceptance of Funds;

  • Introducing a Code for Ethical Fundraising;

  • Establishing a template for new workplans that ensures resource requirements are considered, including where any additional funds might be sought;

  • Exploring opportunities to make funding applications to grant-giving bodies;

  • Developing a programme of mutually beneficial collaborations and partnerships with other relevant organisations.
